As a goal admin you have the added ability to create a department goal for any department in your organisation. As a goal admin when you select 'Goal Type: Department', you will see a dropdown appear listing all the departments that exists within your company.

Select the department you want to create the goal for and proceed to complete all goal information. 

Note:
You can only add goal owners that are part of the department you selected when creating the goal.
